The International Programme on Education about the Holocaust and Genocides (IPHGE) – Phase II in Brazil is implemented by the UNESCO Office in Brazil in partnership with the Municipal Secretariat of Education of São Paulo (SME/SP) and the Federal Government of Brazil, including the Ministry of Education and the Presidency of the Republic. The project aims to strengthen education for the prevention of violence, antisemitism, and other forms of discrimination by integrating teaching about the Holocaust, genocides, and violent pasts into educational systems.
The initiative promotes continuous training for educators and school administrators, develops and disseminates pedagogical materials, fosters critical thinking and global citizenship among students, integrates historical memory into educational practices, strengthens public policies in the field of human rights education, and contributes to the prevention of hate speech, denialism, and contemporary violence.
Number of beneficiaries
- The project directly impacts the municipal education network of São Paulo, including educators, school administrators and students.
- Phase I of the project (2022–2024) involved 5 Human Rights Education Centers (CEUs) in the city of São Paulo, directly benefiting approximately 350 teachers and 1,200 students.
- Phase II of the project (2026–2028) foresees expansion to all schools within the São Paulo municipal education network, which currently serves more than one million students and 65,000 teachers.
- Considering the scale of the network and the strategy for national expansion, it is estimated that thousands of education professionals and students will benefit throughout the different phases of the programme.
Estimated deliverables and activities
• Establishment of a permanent interinstitutional working group
• Development of a digital library and repository of open educational resources
• Implementation of continuous training programmes (in-person and online)
• Production and systematization of pedagogical materials
• Development of educational itineraries and visits to sites of memory
• Organization of technical meetings, cooperation forums and high-level events (such as the hybrid meeting scheduled for May 2026)
Campaign: Telling to Live
Holocaust survivors lived to tell their stories. Yet, with each passing day, some of these voices are lost to time.
Unfortunately, hate persists across generations. Therefore, it is essential to keep history alive and to understand the roots of intolerance, which continue to give rise to new crimes today.
In this new campaign by UNESCO, CONIB and the Holocaust Museum of Curitiba, Mr. Gabriel Waldman lends his voice to empathy. More than a gesture, it is an invitation to all: value and share these stories — those of the past and those of the present.
