Namibia has taken a significant step towards strengthening media pluralism, access to information, and community participation with the official launch of the Community Media Policy and its Implementation Plan (2026–2030), held from 17 to 19 June 2026 in Okakarara, Otjozondjupa Region.
Launched by the Minister of Information and Communication Technology, Honourable Emma Theofelus, the Community Media Policy and its Implementation Plan provides a national framework to strengthen the growth, sustainability and professionalisation of community radio, newspapers and digital platforms, while addressing information gaps and barriers to public participation.
The policy is grounded in principles central to Namibia’s democratic values, including the promotion of human rights, protection of cultural diversity, encouragement of media pluralism, access to information, strengthening of social cohesion, and advancement of peaceful coexistence, she said.

The Minister also expressed appreciation to UNESCO for its longstanding partnership and support to media development in Namibia, noting the Organization’s contribution to advancing freedom of expression, media pluralism, and access to information since the adoption of the Windhoek Declaration in 1991.
Representing UNESCO, Ms. Aina Heita-Kantewa, the National Programme Officer for Education, delivered remarks on behalf of the UNESCO Head of Office and Representative to Namibia, Ms. Eunice Smith. She welcomed Cabinet’s approval of the Policy and its Implementation Plan as a milestone for media development and inclusive participation in Namibia, noting that its success will depend on effective implementation and community impact.
While today is a moment of celebration, it is equally a moment to look ahead. The true success of this policy will be measured by its implementation and its impact on communities across Namibia. Sustained collaboration will be essential, particularly in strengthening capacity development, ensuring sustainable financing, expanding access to technology, and fostering strong partnerships between government, regulators, development partners and communities, she said.

Speaking on behalf of the community media sector, Mr. Levi Katire, Chairperson of the Namibia Community Broadcasters Network (NCBN), described the launch as a historic milestone and the culmination of years of sustained advocacy by community media practitioners across the country. He noted that the policy reflects growing recognition of the sector’s contribution to democratic participation and local development.
