About the consultation
Adopted by UNESCO’s General Conference in 2003, the Recommendation provides a framework for promoting multilingualism and universal access to cyberspace. It encourages the development of multilingual digital content, equitable access to information and communication technologies, language technologies, and policies that enable all language communities, including Indigenous and underrepresented languages, to participate fully in the digital world.

- Civil society organizations
- Non-governmental organizations (NGOs)
- Research and academic institutions
- Cultural and heritage institutions
- Libraries and archives
- Indigenous Peoples and Indigenous organizations
- Language communities and language organizations
- Private sector

How to contribute
Stakeholders are invited to complete a short online questionnaire describing activities undertaken between 2023 and 2027 in support of the Recommendation.
The questionnaire invites organizations to share their work in areas such as multilingual digital content, digital inclusion, language technologies, Universal Acceptance, capacity-building, partnerships, and other efforts that promote linguistic diversity online. It also provides an opportunity to highlight challenges, lessons learned, and emerging priorities.
Your contribution will help UNESCO identify promising practices and better understand progress in implementing the Recommendation worldwide. You will also have the option to indicate whether you agree to have your contribution published; otherwise, your response will remain anonymous.
