The World Bank Group’s (WBG) is preparing the 2026-2035 Country Partnership Framework (CPF) to guide its support to Rwanda’s development efforts. The upcoming CPF will cover the period from July 2026 to June 2035 over a period of nine years. The CPF will align with Rwanda’s Vision 2050, intermediate targets of 2035, and the National Strategy for Transformation (NST2).
About the CPF
The CPF provides the strategic and authorising framework of engagement for WBG in that country, providing the basis for the WBG’s support for the member country’s development programs. The CPF is anchored on the country’s own development goals, representing client demand from both public and private sectors, which are considered together with the country’s development, as well as the WBG’s comparative advantage. CPF Consultations
From January to March 2026, the WBG engaged a broad range of stakeholders for consultations on the next CPF. Representatives from government, the private sector, civil society, development partners, Parliament, and senior public officials shared views on Rwanda’s development priorities and the pathways to creating more and better jobs. A consistent message across the consultations was that job creation must remain at the heart of the new CPF.
Stakeholders emphasized the need to equip Rwandans with market-relevant skills, strengthen private sector growth, and improve access to finance to help businesses expand and create employment. Agriculture emerged as a major priority, with participants calling for greater focus on productivity, value addition, climate resilience, and stronger agricultural value chains to support rural incomes and economic transformation. Infrastructure, digital connectivity, and urban development were also identified as critical enablers of competitiveness and inclusive growth. Stakeholders further stressed that implementation should remain inclusive and results-focused so that women, youth, persons with disabilities, and vulnerable populations can benefit from Rwanda’s continued development.
