The UNESCO Institute for Statistics (UIS) is inviting Member States and stakeholders worldwide to review and provide feedback on the first Draft Report of the Cultural and Creative Ecosystem (CCE) Indicators Framework. Building on the 2025 UNESCO Framework for Cultural Statistics (FCS), which introduced a new conceptual model of the cultural and creative ecosystem, the CCE Indicators Framework takes the next step by proposing measures and indicators adapted to this model. This consultation will help further refine the proposed framework and its indicators, taking into account the perspectives and needs of policymakers and other stakeholders.
The global consultation opens on 23 September 2026 and will help shape the proposed framework and its indicators before the publication of the full Methodological Manual in 2027.
A new framework for measuring culture and creativity
Cultural and creative activities contribute to societies and economies in many ways, yet measuring this diverse ecosystem requires comprehensive and relevant statistical approaches.
The CCE Indicators Framework responds to this need by setting out a framework to support the development of statistics on the cultural and creative ecosystem. Its first draft presents the framework’s mandate, theoretical foundations, dimensional architecture and proposed indicators, providing stakeholders with an accessible overview ahead of the next stage of development.
The current version of the framework draws on multiple sources of input, including the work of the Cultural and Creative Industries Advisory Group (CCIAG), stakeholder consultations conducted through questionnaires and discussions, and exchanges with experts and practitioners. The CCIAG meeting held in Montreal in July 2026 contributed to the review and refinement of key aspects of the proposed approach.

- Academics and researchers
- Cultural and creative practitioners
- NGOs and cultural associations
- Other stakeholders working in culture, creativity and statistics
Participants are invited to review the Executive Summary and share their views on the proposed list of indicators through the consultation questionnaire.

The consultation is open from 23 September to 16 October 2026.
The feedback received will contribute to the continued development of the CCE Indicators Framework and help UIS refine the proposed indicators ahead of the publication of the Methodological Manual in 2027. The Manual will provide the complete model, detailed indicator descriptions and methodologies.
