GUATEMALA CITY, August 17, 2026 — Thomas Edward Lubeck has been appointed World Bank Group (WBG) Country Manager for Guatemala, in a role that brings together the institution’s leadership in the country to support development priorities and foster job creation and economic opportunities.
Lubeck leads the representation of the World Bank Group’s principal institutions in Guatemala: The International Bank for Reconstruction and Development (IBRD), the International Finance Corporation (IFC), and the Multilateral Investment Guarantee Agency (MIGA). In this role, he will help advance the World Bank Group’s integrated approach, enabling the institution to operate as a unified platform that brings together public and private sector solutions to support Guatemala’s development priorities and expand economic opportunities.

The World Bank Group’s Country Partnership Framework with Guatemala will continue to guide the institution’s engagement in the country, providing the strategic framework for collaboration with the government, private sector, and development partners.
A U.S. national, Lubeck brings nearly three decades of experience in international development and emerging-market investment, combining a strong investment background with extensive leadership in structuring public-private solutions. Before his appointment in Guatemala, he was based in Vienna, where he led IFC’s Transaction Advisory Services team for Europe, advising governments on the design and implementation of public-private partnerships and concessions in transport, renewable energy, water, healthcare, and other essential infrastructure. He previously led the same business across South Asia and East Asia Pacific from Singapore and held regional leadership positions in Central and Southeastern Europe and the South Caucasus, overseeing IFC’s investment and advisory operations across diverse emerging markets.
Earlier in his career, Lubeck led debt, equity, and capital-market investments in the financial sectors of Eastern Europe and South Asia. This combination of investment expertise, regional leadership, and experience working with governments and the private sector will support efforts to mobilize capital, expand sustainable infrastructure, strengthen essential services, and create jobs in Guatemala
