World Bank Group Expands Subnational Infrastructure Finance in Ecuador

WASHINGTON, September 24, 2026 – The World Bank Group approved a new financing program for Ecuador that will expand access to resilient infrastructure finance for local governments and public service providers, helping improve essential services, create jobs, boost productivity, and support sustainable economic growth.

The financing will be provided through a Multiphase Programmatic Approach (MPA) and implemented by Banco de Desarrollo del Ecuador B.P. (BDE B.P.) over three phases spanning ten years, with a total financing envelope of US$800 million.

Over the life of the program, more than three million people are expected to benefit from improved connectivity, access to energy, urban infrastructure, and housing. The initiative is also expected to help mobilize up to US$750 million in private capital for infrastructure investments.

The first phase includes US$200 million in World Bank financing, complemented by US$50 million in parallel co-financing from the Spanish Agency for International Development Cooperation (AECID).

During the first phase, the program will support investments in strategic sectors including energy, transport and sustainable mobility, urban development, disaster risk management, and affordable housing. It will also finance project preparation and strengthen the technical and institutional capacities of BDE B.P. and subnational governments to improve the planning and implementation of high-quality investments.
