On 18 March 2026, at UNESCO House in Santiago, the Director of the UNESCO Regional Office in Santiago, Esther Kuisch Laroche, and the Executive Director for International Continuing Education at Tecnológico de Monterrey, Jorge Azzario, formalized an agreement that will enable collaboration between the two institutions, in a context in which digital transformation and artificial intelligence (AI) are reshaping education systems and workforce capabilities across the region.
The signing of the agreement, the result of months of technical coordination and institutional validation initiated in 2025, establishes a framework for joint work to generate evidence, develop standards and formulate public policy recommendations on the use of artificial intelligence in education, for the implementation of the Regional Observatory on Artificial Intelligence in Education in Latin America and the Caribbean. The agreement also includes a financial contribution of US$90,000 from Tecnológico de Monterrey to UNESCO for this purpose.
“The challenge is not only to incorporate new technologies, but to ensure that their use contributes to more inclusive, ethical and relevant education systems,” said Esther Kuisch Laroche. “This agreement reflects a shared vision: to move from principles to concrete solutions that benefit the countries of the region,” she concluded.
Following the signing, technical teams from both institutions took part in a working session in which they reviewed the operational proposal for the Observatory’s first year. The discussion addressed capacity design, the development of methodological frameworks —including teachers’ digital competencies and ethics in artificial intelligence— and the planning of pilot projects in countries such as Chile, El Salvador and Mexico.
