Transaction-oriented support to critical mineral value chains in developing countries
RISE Plus (RISE+) is a dedicated pillar established in September 2026 under the PHRD Technical Assistance Program to translate upstream policy, data, and institutional work in critical minerals value chains into transaction-oriented support from the World Bank Group. It aims to help countries move from reform and investment pipeline identification toward bankable investments, while supporting high-quality job creation, local value addition, and more diversified value chains. RISE+ will also be implemented by the International Finance Corporation (IFC) through the Comprehensive Japan Trust Fund (CJTF).
The facility is designed to complement the existing Resilient and Inclusive Supply Chain Enhancement Partnership (RISE) initiative, managed by the World Bank’s Extractives Global Programmatic Support (EGPS) Trust Fund. RISE will continue to support upstream policy dialogue, sector reform, analytical work, public-sector capacity building, and investment facilitation. RISE+ will focus on the transaction support needed to convert those reforms, frameworks, and investment roadmaps into bankable opportunities.
RISE+ will support activities that help emerging markets and developing economies prepare, structure, and advance priority investments across critical minerals value chains. While the facility may support activities across the value chain, particular emphasis will be placed on midstream and downstream opportunities, including processing, refining, and enabling infrastructure, where investment preparation and risk mitigation can help unlock private capital.
RISE+ is aligned with Japan’s commitment to resilient, diversified, and inclusive supply chains and with the World Bank Group’s engagement on minerals and metals as a driver of sustainable development, investment mobilization, and local value creation.
