Washington, D.C.: A delegation from the International Monetary Fund (IMF), led by Mr. Julien Reynaud, visited N’Djamena from May 4 to 15, 2026, to conduct discussions on the first and second review of the Extended Credit Facility (ECF) with Chad.
At the end of his visit, Mr. Reynaud stated: “The delegation has made significant progress toward reaching a staff-level agreement on the first and second review of the ECF with Chad. We thank the authorities for their warm welcome and the quality of the exchanges. Discussions will continue virtually in the coming days.”
The IMF delegation met with the Minister of State, Minister of Finance, Budget, Economy, Planning, and International Cooperation, Mr. Tahir Hamid Nguilin; the Minister of Mining, Oil, and Geology, Ms. Fatima Haram Acyl; the Secretary of State for Finance and Budget, Mr. Ali Djadda Kampard; the National Director of the BEAC, Mr. Idriss Ahmed Idriss; the Inspector General of Finance, Mr. Moustapha Loukman; the Controller General of the Independent Anti-Corruption Authority, Mr. Ousmane Abderamane Djougourou; the National Director of the National Financial Investigation Agency, Mr. Abdel Aziz Kizeme; the Director General of the Public Procurement Regulatory Authority, Mr. Ahmat Bichara Seid; the Director General of INSEED, Mr. Tom Cherif Bilio; as well as senior officials from other government agencies and entities. The delegation also held productive discussions with representatives of UN agencies and the private sector.
