- IMF staff and the Congolese authorities held constructive discussions in the context of the government’s request for financial support under the Extended Credit Facility and the 2026 Article IV Consultation.
- Discussions covered the macroeconomic outlook, the 2026 fiscal outturn, the draft 2027 budget, and the associated public financial management reforms. They also addressed the domestic arrears-clearance strategy and measures to strengthen public debt sustainability, while protecting vulnerable groups and supporting private investment and growth.
- Significant progress was made during the mission, and discussions will continue in the next few weeks.
Brazzaville: An International Monetary Fund team led by Ms. Pilar Garcia Martinez visited Brazzaville from September 24 to October 7, 2026, to discuss policies that could be supported by a new arrangement under the Extended Credit Facility and to conduct the 2026 Article IV consultation. IMF staff met with H.E. Prime Minister Anatole Collinet Makosso, Finance, Budget, and Public Portfolio Minister Christian Yoka, Economy, Planning, Statistics, and Foresight Minister Ludovic Ngatsé, representatives of the national directorate of the BEAC, and their teams. The IMF team also met with the Parliament’s Economy and Finance Committee, officials from relevant ministries and public agencies, and representatives of the private sector, civil society organizations, and development partners.
At the conclusion of the mission, Ms. Garcia Martinez issued the following statement:
“The IMF team held constructive discussions with the Congolese authorities on economic and financial policies that could be supported by a new arrangement under the Extended Credit Facility. The engagement with the authorities focused on recent economic developments, budget execution in 2026, the draft 2027 budget, and measures to strengthen fiscal resilience and enhance debt sustainability, including through stronger revenue mobilization, improved expenditure management, enhanced commitment and cash controls, and efforts to prevent the accumulation of arrears.
“The mission also held productive discussions under the 2026 Article IV consultation. These focused on policies to support sustainable and inclusive growth, including through the rationalization of tax-expenditures, addressing fiscal risks and constraints to growth related to electricity sector operations, improving the business environment, and promoting private investment and economic diversification.
“The IMF team and the authorities will continue their discussions in the coming weeks, with a view to reaching a staff-level agreement.
“The IMF team thanks the authorities and other stakeholders for their constructive engagement and fruitful discussions during the mission.”
