WASHINGTON, October 28, 2026—The World Bank Group today announced the 19-month debarment with conditional release of Modern Engineers Planners and Consultants Ltd., a Bangladesh-based private limited company, for fraudulent practices under the Modern Food Storage Facilities Project in Bangladesh.
The project was designed to increase the grain reserve available to households to meet their post-disaster needs and to improve the efficiency of grain storage in Bangladesh. According to the facts of the case, Modern Engineers Planners and Consultants Ltd. (MEPC) submitted false financial documents in the procurement and false invoices for internet expenses during the implementation of a contract. These are fraudulent practices under the Bank Group Consultant Guidelines.
The debarment makes MEPC ineligible to participate in projects and operations financed by institutions of the Bank Group. It is part of a settlement agreement under which the company admits culpability and responsibility for the underlying sanctionable practices.
Per the Bank Group Sanctioning Guidelines, the settlement agreement provides for a reduced period of debarment in light of the company’s cooperation and voluntary remedial actions, including internal action to address the misconduct. As a condition for release from sanction under the terms of the settlement agreement, the company commits to developing integrity compliance measures that reflect the principles set out in the Bank Group Integrity Compliance Guidelines. The company also commits to continue to fully cooperate with the Bank Group Integrity Vice Presidency.
MEPC’s debarment qualifies for cross-debarment by other multilateral development banks (MDBs) under the Agreement for Mutual Enforcement of Debarment Decisions that was signed on April 9, 2010.
