World Bank Group Backs Paraguay’s Next Stage of Growth with New Partnership Framework

ASUNCIÓN, July 27, 2026 – The World Bank Group’s Board of Executive Directors endorsed a new Country Partnership Framework (CPF) for Paraguay, which will guide the institution’s engagement through 2027–2034. The new strategy will support Paraguay’s transition to a more competitive, resilient, and private sector-driven economy that creates better jobs and expands opportunities for all Paraguayans.

Through a One World Bank Group approach, the International Bank for Reconstruction and Development (IBRD), the International Finance Corporation (IFC), and the Multilateral Investment Guarantee Agency (MIGA) will combine financing, knowledge, advisory services, and guarantees to mobilize at least US$2 billion over the first phase of the CPF period.

The CPF supports Paraguay’s National Development Plan and reflects a shared commitment to building a more competitive, resilient, and inclusive economy—one that creates opportunities for people while mobilizing private investment to accelerate sustainable growth.

The CPF is organized around two mutually reinforcing focus areas:

  • Building the foundations for resilient growth by improving connectivity, logistics, energy, and climate resilience while strengthening human capital through better health and education services aligned with labor market needs.
  • Unlocking productivity and private investment by improving the business environment, expanding access to finance—particularly for micro, small, and medium enterprises and women-led businesses—and mobilizing private capital in high-potential sectors such as agribusiness, forestry, renewable energy, and manufacturing.

    Building on more than 75 years of partnership, the new framework provides a platform to support reforms and investments that can translate the country’s strong fundamentals into broader opportunities and lasting development gains.
