Alfred Kammer to Retire as Director of the European Department

Washington, DC: Kristalina Georgieva, Managing Director of the International Monetary Fund (IMF), announced today that Alfred Kammer will retire as Director of the European Department (EUR) effective July 31, 2026.

“With his deep institutional knowledge and exceptional judgment, Alfred has consistently provided steady, trusted support to the membership, while continuing to deliver rigorous surveillance, complex engagement, and forward-looking policy advice amid extraordinary uncertainty and overlapping shocks,” said Ms. Georgieva. “This reflects the high level of trust that Alfred has helped build and sustain with our membership. He will leave behind a legacy of thoughtful leadership, analytical excellence, and integrity that will continue to shape our work for years to come,” Ms. Georgieva added.

Since joining the Fund in 1992 through the Economist Program, Mr. Kammer’s career has spanned an extraordinary breadth of roles and regions. He was Resident Representative in Russia during the 1998 financial crisis; helped transform the financing and management of the Fund’s capacity development work; and served in the Office of the Managing Director, including as Chief of Staff, advising the Fund’s senior leadership on strategic initiatives and operational issues, before being appointed as Director of EUR in 2020. In addition, Mr. Kammer has made significant institutional contributions, including having chaired the Investment Committee for the Staff Retirement Plan since 2018 and helped shape the Fund’s leadership development framework.

As Director of EUR, Mr. Kammer—a German national—oversaw the Fund’s engagement with Europe during one of the most consequential periods in the region’s recent history. Under his leadership, EUR delivered high-quality analytical contributions that policymakers have relied on to advance key reforms, including those related to strengthening the EU Single Market. The department also ensured the successful implementation of high-profile programs—including the Ukraine program—through a flexible and persistent approach, close collaboration across Fund departments, and strong external partnerships. In addition, Mr. Kammer was instrumental in the significant expansion of the Fund’s capacity development activities in the region, including support for Ukraine, EU accession countries, and the Western Balkans. 

“Alfred is equally admired for his people-centered leadership and has been a strong champion of staff development and collaboration, fostering a cohesive senior leadership team that has contributed actively to Fund-wide initiatives,” said Ms. Georgieva. “His steadfast commitment to the membership, genuine care for our staff, and unwavering dedication to the Fund’s mission will leave a lasting imprint on the institution.”
